Contrary to popular opion, that Parliament and the Prime Minister hold the real power in Britain, the author of "C" repeatedly stresses the very real power of the Sovereign over the SIS, claiming even that the tradition of all SIS members being anonymous by Act of Parliament dates back to Henry VII which the Project identified as the first reign of the "Conspiracy." Henry VII, according to Brown, made the post of spymaster of England the "Royal Gift" which it remains to this day! However, Menzies known hostility to America's economic world domination, a sentiment surely shared by the Crown, may provide the answer. The Crown may have ordered a tilt toward the Soviets to "balance" the overweening power of America after WWII.
